Розширена анотація українською мовою

У статті узагальнено аргументи та контраргументи в межах наукової дискусії щодо проблеми неправомірної поведінки службовців. Мета дослідження полягає в тому, щоб вивчити потребу в управлінні організаційною етикою для сприяння належному управлінню в Департаменті громадських робіт та інфраструктури Південної Африки. Систематизація літературних джерел та підходів до вирішення проблеми неправомірної поведінки свідчить про те, що, незважаючи на розвинену законодавчу та інституційну базу, у відділі застосовуються різноманітні форми неправомірної поведінки, причини яких можуть носити інституційний характер. Актуальність вирішення даної наукової проблеми полягає в тому, що це дослідження сприяє забезпеченню належного урядування у вибраному департаменті Південної Африки, а отримані результати можуть застосовуватися до інших державних відомств. Дослідження в статті проводиться в наступній логічній послідовності: пояснюються концептуальні основи управління організаційною етикою та належним управлінням, визначаються способи сприяння управління організаційною етикою належному управлінню; проводиться аналіз контекстної структури, яка вивчає різні випадки неправомірної поведінки, що заважають належному управлінню в Департаменті громадських робіт та інфраструктури. Методичним інструментарієм проведеного дослідження стали методи концептуального та документального аналізу і синтезу даних. У статті представлені якісні результати аналізу інституційних факторів, таких як відсутність планів проведення аудиту, відсутність моделей фінансування, неефективні системи внутрішнього контролю та невідповідність вимогам. Дані чинники визначені такими, що перешкоджають належному управлінню в Департаменті. За результатами дослідження зроблено висновок про те, що організаційне управління етикою в Департаменті громадських робіт та інфраструктури має включати різні аспекти управління, серед яких: навчання з питань етики, кодекс поведінки, створення комітету з етики, пропагування етичної поведінки та дисциплінарні заходи для боротьби з порушеннями та сприяння належному управлінню. Результати дослідження можуть бути корисними для інших південноафриканських урядових відомств в контексті боротьбі з неправомірною поведінкою та сприяння належному управлінню.
