У цій статті на початку 2021 року представлені два справді актуальних федеральних питання державних фінансів. Одним із них є співвідношення боргу до ВВП. Друга тема – це справжня природа дефіцитів, надлишків та майбутніх зобов’язань, що обробляються в бюджетах, побудованих згідно Єдиного закону про бюджет. Дві графіки з цих питань включені. Ця стаття показує, що нинішнє відношення боргу до ВВП є відносно високим, ніби країна подібна до тієї, що була в США в період великої війни. Цей графік зображено на малюнку. У макроекономічній літературі є дані, які свідчать про те, що високий коефіцієнт заборгованості до ВВП може призвести до певного ступеня уповільнення економічного зростання. Хоча література з цього приводу різноманітна. Причина можливого ефекту витіснення пов’язана з конкуренцією за позикові кошти. Існує конкуренція як з боку державних, так і з боку приватних покупців цих позикових коштів. Крім того, існує реальність того, що всі залишки федеральних цільових фондів США повинні використовуватися для зберігання облігацій казначейства США. На малюнку 2 показано дві категорії довірчих фондів США. Однією з категорій є загальна сума соціального забезпечення. Medicare, інвалідність та пов’язані з ними кошти. Це показано червоною лінією. Усі інші федеральні цільові фонди позначені синьою лінією. Існує графік, який показує ці два рядки. На графіку представлена процентна частка між двома категоріями. Як результат, червоні та сині лінії є оберненими функціями один одного. Протягом восьмидесятирічного періоду (1940-2020 рр.) спостерігалися зміни як червоної, так і синьої ліній. Мета цих статей полягає в тому, щоб керівники та урядові аналітики були більш обізнаними з проблемами відношення боргу США до ВВП та відсутністю Загальноприйнятих принципів бухгалтерського обліку в Законі про єдиний бюджет.
